e.g, he might wish to transfer the Class I Officer who has

been recently officiating as Director of Education to the

post in which Mr. Breen officiated before his retirement, i.e.to

the Postmastership General.

Mr. J. A. Fraser joined the Hong Kong service in

the same year as Mr. R. A. D. Forrest, whose promotion to Class I on the existing salary scale was approved by your Confidential despatch(3) of the 30th November, 1936. Although

a barrister-at-law Mr. Fraser elected not to transfer

to the Colonial Legal Service in view of his prospects in

the Administrative branch. The next senior Cadet Officer

below him is still two years from attaining the maximum

salary of Class II. I would not therefore regard Mr. Fraser's promotion to Class I on the existing scale as pre judicial to a switch-over to the system of promotion to specified posts on the new salary rates when the next

predictable Administrative vacancy occurs in 1939. I therefore recommend it for your approval not only as being

equitable in Mr. Fraser's particular case but also as

enabling a reshuffle of senior personnel before officers

become assigned to specific appointments under the new

Salary Scheme.
